You need to be really careful on how you do this,
I am in one of those merged councils setups, and we have what was the
struggling council now sucking the life out of what was the established well
run council. All a consildation really does is make jobs for profesional
Scouters, and make a Scout Exec seem like the top dog, what it really does
is deplete things for the youth programs, because programs are what always
takes a hit, next training. So be careful.
