		<description>I had no objection to the change and notified all troops in my district of the requirement for the new form. However, not all necessary parties received the message and some Scouts used the old form, causing problems. Since the only difference was the description of the project, they should have been allowed to annotate the old form. However, my council wouldn&#039;t accept the annotation, blaming the mandate on BSA national.
The absolute insistence on the new form was somewhat assinine.</description>

It appears the majority of forms released by the BSA are not available to be filled in using Adobe products.  In order to be able to fill pdf forms in  each field needs to be designated when the form is created.  This is a major annoyance, especially since it is so easy and looks so much better to type in the fields instead of hand write it.

With other BSA forms, eventually someone along the way will spend the time to create a fill in form and it will be more available online than the &quot;officially released electronic version&quot;.  I haven&#039;t found it yet...</description>

		<description>We had had problems populating the new Eagle Application (2008) using Adobe Acrobat, Adobe Standard and Adobe Professional.  When the form is opened it does not allow you to populate the form.  Has anyone else had this problem?  If so did you ever get it to work?</description>

If I had to guess, I would say that any application turned in to the Council after May 1st would need the new form.  I don&#039;t think it would matter if they are just waiting for the BOR.  If the queue is that long that its an issue, I&#039;d find a way to shorten that queue.  Don&#039;t make Scouts wait longer than necessary for completing their Eagle rank.
