In 2009,the BSA Innovation and Strategy Group conducted a survey to determine the level of interest in various high adventure activities.  Four of the top survey responses were banned in the Guide to Safe Scouting.  Shortly after that survey was conducted, in 2010 and 2011, select councils were able to conduct pilot for all-terrain vehicles and a pilot for personal watercraft programs.

Soon Scouts nationwide could have the opportunity to participate in two of the activities: all-terrain vehicles (ATVs) and personal watercraft (PWC).  Now both activites have been authorized for council-level programming.

The 2012 resident camp standards, No. 430-111 (pdf), define the parameters for both programs.  Interested councils must complete an application for each program:

• All-Terrain Vehicle (ATV) Program Application, No. 430-044 (pdf)
• Personal Watercraft (PWC) Program Application, No. 430-045 (pdf)

In addition, Scouts and Venturers must complete permission forms to participate:

• All-Terrain Vehicle (ATV) Participation and Hold Harmless Agreement (pdf)
• Personal Watercraft (PWC) Participation and Hold-Harmless Agreement (pdf)

All-Terrain Vehicles and Personal Watercrafts remain unauthorized for use at the unit level; these programs may only be operated at the council level with appropriate authorization.
