Eagle Scout Application Change

The new printing of the Eagle Scout Rank Application, No. 58-728A, has a notable change. Now, under Requirement 5, the name of the candidate’s Eagle project is required, as well as the grand total of hours devoted to it (from page 10 of the Eagle Scout Leadership Project Workbook). The new application will be required beginning May 1, 2008.

The information about Eagle projects will be entered along with other information from Eagle Scout rank applications, and will be stored on our database and accessed through PAS. Councils will be able to run reports at the district or council level. This new database of Eagle projects will also be available at area, region, and national levels.

What is the PAS?

Why is there a May 1st date to use the application when for form itself says use application dated after 2000.

@Donald – PAS stands for Program Application System, basically its the database that the BSA uses to process and store applications. Most councils are switched over to a document scanning system to input the data.

@ Herbert – That is a good question. I am just using the information that has been put out by numerous councils. My guess is that there is a failure of communication somewhere. As long as the form can be read by the scanner, I’m assuming that enforcement of the proper form would be handled by the Councils, so you may wish to check with them.

How is the May 1st deadline imposed? Does a scout with his completed project book turned in to the district, and waiting for his BoR need to complete a new application if his BoR isn’t done by May 1? Do you know if there are any BSA recommendations for councils who have scouts backed up in the queue for boards of review?

@Bob – I would suggest contacting your local Council, since they are the ones that will be processing the forms. If I had to guess, I would say that any application turned in to the Council after May 1st would need the new form. I don’t think it would matter if they are just waiting for the BOR. If the queue is that long that its an issue, I’d find a way to shorten that queue. Don’t make Scouts wait longer than necessary for completing their Eagle rank.

I also just noticed that there is a new version that took away the 2000 date. http://www.nesa.org/trail/58-728.pdf

We had had problems populating the new Eagle Application (2008) using Adobe Acrobat, Adobe Standard and Adobe Professional. When the form is opened it does not allow you to populate the form. Has anyone else had this problem? If so did you ever get it to work?

It appears the majority of forms released by the BSA are not available to be filled in using Adobe products. In order to be able to fill pdf forms in each field needs to be designated when the form is created. This is a major annoyance, especially since it is so easy and looks so much better to type in the fields instead of hand write it.

With other BSA forms, eventually someone along the way will spend the time to create a fill in form and it will be more available online than the “officially released electronic version”. I haven’t found it yet…

Why new form still using the same verion of the old one. Should it be 728b instead of 728a.

I had no objection to the change and notified all troops in my district of the requirement for the new form. However, not all necessary parties received the message and some Scouts used the old form, causing problems. Since the only difference was the description of the project, they should have been allowed to annotate the old form. However, my council wouldn’t accept the annotation, blaming the mandate on BSA national.
The absolute insistence on the new form was somewhat assinine.

Be Advised that there is now a 2009 Eagle Applaction and 2009 Eagle Project Workbook that is now required to be used. Editions prior to 2009 should not be used. http://www.scouting.org/BoyScouts/AdvancementandAwards/resources.aspx
